Microsoft has probably made changes.
For me works the following change in the registry (FC 859 and above). Caution! Before making changes in the registry, you should make a backup:
Windows Registry Editor Version 5.00
[HKEY_CLASSES_ROOT\.txt\ShellNew]
"ItemName"=hex(2):40,00,25,00,53,00,79,00,73 ...

"Availability Status" works well as an workaround. But icons for sure would be the best if that can be supported.
