There is no such context menu by default in a Windows 11 Explorer or in any file manager.
Why don't you use the button in FC which starts a cmd in the current dir ?
Such a button exists in all file managers.

Try to hold the right mouse button a bit, at least 1 second, then start to drag.
I know it's kinda tricky to drag&drop in free commander, I use to drag with the icon. But this is not the case.
