It's not a bug, you have to activate this option:

Settings > Folder tabs > Activate window when clicking on its tab

...but perhaps it should be enabled by default?

If I have a focus on left panel and then I click on some tab on right panel, tab content is properly showed on right side but focus remain on left side. If I want then close right tab with ctrl+w I'll close tab on left side instead. To get focus on right side I must do one extra click or press tab ...
