When using old freecommander.ini, the menu is not accessible.
Removing FreeCommander.shc does not make a difference, since there are no shortcuts defined in it. The file is almost empty, only 2 lines.
There is something in freecommander.ini blocking the menu from appearing, but I don't know what yet.

Indeed, running FC with a fresh FreeCommander.ini makes the menu appear while using keyboard shortcuts.
There is something in my config that blocks the corresponding shortcuts, because I checked and they were correctly defined.

Using FreeCommander XE 2024 Build 901 32-bit public. I also am having problems with Alt+F1 and Alt+F2. But tis key combination works perfectly fine in Unreal Commander, Double Commander and Total Commander without me having to turn off anything in my system. If it is not a bug, then it definitely is a very cumbersome way of implementing things :) If this option is not checked, items are deleted with the FreeCommander method.
